NOTICE 01/2022
The Rizareios Ecclesiastical School announces an electronic International Open Tender (1/2022) for the sub-project a/a 1: “DIGITAL DISCOVERY OF THE RIZAREIOUS Ecclesiastical SCHOOL’S CULTURAL ASSET (MIS 5109485), with the award criterion being the most economically advantageous offer based on the best value for money, with estimated value: 1. 098.354,00€ (plus VAT 24%).
Initial Project Budget: 915.295,00 Euro (plus VAT 24%)
Option Budget: 183.059,00€ plus VAT

The object of the contract is the creation of a single environment for the digitisation, documentation, management and promotion of the cultural heritage of the Rizarios Ecclesiastical School , in accordance with international standards of interoperability and multi-channel approach.

5. Eligible participants:
(c) third countries which have signed and ratified the SAA, to the extent that the public contract to be awarded is covered by Annexes 1, 2, 4 and 5 and the General Notes of the Union-related Appendix I to that Agreement, and (d) third countries not falling under point (c) of this paragraph which have concluded bilateral or multilateral agreements with the Union on public procurement procedures, and moreover: (i) there are no grounds for exclusion; and (ii) the selection criteria are met, in accordance with the specific provisions of Articles 2. 2.3, 2.2.4, 2.2.5 and 2.2.6 of the Call for Proposals.
6. Submission of tenders: Tenders shall be submitted by economic operators electronically through the web portal www.promitheus.gov.gr of the National System for Electronic Public Procurement (ESIDES), in accordance with the provisions of Law 4412/16 and the terms of the Call for Tenders.

11. Award criterion: The contract will be awarded on the basis of the most economically advantageous tender on the basis of the best value for money in accordance with Article 95 par. 5 of Law 4412/2016.

13. Tender validity period: The period of commitment by the tender is six (6) months from the date of the deadline for submission of tenders.

15. Financing: This contract is financed by the European Union (ERDF) and by national resources through the EDF. The funding body for this contract is the Ministry of Education and Religious Affairs, SA E1451 (project no. 2021ΣΕ14510000).
The contract is included in sub-project no. 1 ‘Digital promotion of the cultural heritage of the Rizarios Ecclesiastical School’ of the Act: “Digital promotion of the cultural heritage of the Rizarios Ecclesiastical School” which has been included in the Operational Programme “Competitiveness” on the basis of the Integration Decision no. 2067/30.11.2021 (ID: ΨΤ7246ΜΠYΓ-9Χ7) of the Ministry of Digital Governance – EYDE -TPE and has received MIS code 5109485. This contract is financed by the European Union, European Regional Development Fund (ERDF) and by national resources through the EDF.
The financing of the increase in the physical scope of the contract, through an amendment to the original contract (exercise of option rights, in accordance with paragraph a of Para. 1 of article 132 of Law 4412/16, para. 4.7 of this notice), may be charged to the appropriations of the EDF and in particular to the PA E1451 (project no. 2021ΣΕ14510000), if it is considered that this purchase in eligible expenditure. Otherwise, as well as in case of exceeding the budget of the project integration decision (A.P.2067/30.11.2021) as it is currently in force, the financing of the relevant balance will be covered 100% from National Funds.
16. Contract duration: The total period of execution of the supply is set at eighteen (18) months, from the date of signature of the contract.
17. Guarantee: The participation guarantee is set at 2% of the budget excluding VAT (i.e. an amount equal to 22.699,32€) and the performance guarantee is set at 4% of the total contract value, excluding VAT. The participation guarantee must be valid for at least thirty (30) days after the expiry of the validity period of the tenderer’s bid.
18. Alternative Offers: No alternative offers will be accepted.
19. Pre-Trial Appeal: Pre-judicial Appeal is submitted before the Independent Authority for the Examination of Pre-judicial Appeals (AEPP), in accordance with the specific provisions of Article 3.4 of the Proclamation.
